here is the proper explaination (from another forum)

Let event A = faster recharge from wand, let event B = faster recharge from focus. Then you have the following:

P(A) = 0.2
P(B) = 0.2

A and B are independent, therefore by definition:
P(A given B) = P(A) and P(B given A) = P(B)
In other words, one event happening doesn't affect the other.

Then the joint probability is very simple:
P(A and B) = P(A)P(B) = 0.2 * 0.2 = 0.04

We can figure out the rest:
P(A or B) = P(A) + P(B) - P(A and B) = 0.2 + 0.2 - 0.04 = 0.36
P(A xor B) + P(A and not B) + P(B and not A) = 0.2 * 0.8 + 0.2 *0.8 = 0.32
P(not A and not B) = 1 - P(A or B) = 1 - 0.36 = 0.64

Care to let us in on those? I noticed that one guy, Tanzit, doesn't spawn where he says he spawns on the wiki so I'd like to know which quest triggers him to spawn.

While there would have been a much easier way to do these calculations, there is missing the conclusion and you didn't get the question.

The Probability P for (A and B) is 4%, that means that 4 spells in 100 have a recharge time that is only 100-36 = 64% (1*0.8*0.8), quite impressive!

P(A xor B) = P(A or B) - P(A and B) = 32% means that 32 in 100 spells have a recharge time lowered by 20%, so they take only 80% of the normal time to recharge.

The rest, 64% of your spells, will recharge in the normal time.

They're not always named after the boss they've dropped from (They can be nameless I mean)

Bosses can drop more than one green item for a person in one drop. (I got thorgall's hammer AND a bludgeoner both green on the same drop with all henchmen.)

I found a nice staff for my mesmer that starts with G too and does
10-22 chaos dmg. (req. 9 dom)
+30 health

Nice. I think it improves fast casting with a 9% chance too.
Well 9% is not much, but it's nice.

Ehr i was talking about the improvements on recharging, not the probability of events

BTW yes, I did wrong calculation because I was thinking about ADDING seconds lol (like dmg bonus + customization)

So if the event P(A and B) trigger (assuming the recharge improves by 20%) the final improvement is 36% ?
example : spell 100 sec recharge
20% from event A = 80 seconds
20% from event B = 64 seconds

total 36%

...works like this ?

in orozar he is either part of one of the spawns, or you can meet him in the second part of the quest.

in final assault he is in the final chamber

I don't think he does, I think the fourth monk boss that drops items is Ivor Helmhewer (seeing as my green smiting staff bears his name). He can be found in the medium chamber before the final chamber in final assault (sometimes).
